P2. Regulartory Bodies-BBFC

The BBFC or British Board of Film Classification, originally named British Board of Film Censors is a non-governmental organisation which are being funded by the film industry and who are responsible for the national classification and censorship of films within the UK. It's requirements are to classify videos, DVD's, and some video games that are under the Video Recording Act 2010.
BBFC were confirmed in 1912 as British Board Of Film Censors by members of film industry as an independent body to bring some consistency to the classification of film nationality, the film remains with the local councils that could overrule the BBFC's decisions allowing the films they reject, not allowing those it passes, it began operating on 1st January 1913.
The legal basis was the Cinematograph Act 1909, this was so that cinemas had to have the right licences from local authorities. This was introduced for safety reason since a number of nirate film fires in unsuitable venues, later it said that the criteria for granting or declining a licence didn't need to be declined to health and safety. Providing that the law allowed councils to accept or deny licences to cinemas according to the content of the films they showed the 1909 Act to be enabled for the introduction of censorship.
Whilst the warners gangter films and other 1930's Hollywood films that were dealing with the crimes and the effects of the Great Depression were released in the United Kingdom highly uncut. These were strictly off-limits for British film-makers.
During WWII, the British Board of Film Classifications political censorship function was handed over to the Film Division of the Ministry of Information, the BBFC never got it back to the same level as before.
In 1984 they changed their name to "reflect the fact that classification plays a far larger part in the Board's work than censorship". It was given responsibility for classifying videos by hire or buy to view as well as being shown in cinemas. Home video and the cinema versions of a film tend to receive the same certificate, a film may sometimes be given a more restrictive certificate for the home video market mostly due to the bonus features, as it is easier for children to watch a video at home than to go to the cinema.
In December 1986 the first computer game to be certified by the BBFC was an illustrated text adventure called 'Dracula' received an 15 certificate. The first computer game to get an 18 certificate was on the 11th January 1987 which was another illustrated text adventure 'Jack The Ripper'. If the game publishers reprinted the text in book form, it would not have needed a certificate as the BBFC don't have an overview to print media. Both have had several stickers all on the front to
make it clear they weren't for children as computer games with the BBFC certificates were unknown.
The first video game to be denied classification by the BBFC was Carmageddan (1997) a later version of the game was then given an 18 certificate.
The BBFC is a not for profit organisation, it's fees are set to only cover it's own costs. In order to maintain its independence, the BBFC don't take anything from the film industry or government. Their income are only from that which it charges for services, by working out the total running time of films/DVD's submitted for classification. The BBFC discuss the department of Culture, Media and Sport before making any charges to its fees.
In 1984 Parliament had passed Video Recordings Act. This was subject to certain exemptions, offered for sale or hire in the UK has to be classified by an authority made by the Secretary of State. President and VP of the BBFC were designated and charged with using the test of 'suitability for viewing in the home'. The title was to change to the British Board of Film Classification to show the fact that the classification does play a large part in the BBFC's work and its censorship.






U- suitable for all ages to watch (Universal). Only allow language such as 'damn' and 'hell', violence will be mild but can include small fights or where the characters are put into danger.




PG- Parental Guidance, it won't contain a theme which isn't suitable for a child, it works with challenging issues such as bullying, bereavement or racism. There may be some bad language but its only when the context or delivery are important. Sex references are unlikely unless they are undetailed and aren't shown too much.




12-Video release suitable for those 12 years and over. It is the same as 12A but just depending on the language used and to what extent.




12A-Cinema release suitable for those 12 years and over. Strong language may be used but depending on the manner in which it is said, who is using the language and how much it is being said, sex may be briefly and be shown discreetly due to the 12 rating.




15- suitable only for 15 years and older. This may include: Strong violence, strong language, portrayals of sexual activity or references to, brief scenes of violence, discriminatory language or behaviour and drug taking.





18- suitable only for adults. This may contain very strong violence, strong language, violence strong horror, sexual activity and discriminatory language and behaviour.





R18- Adults works for licensed premises only. It is a special and legally-restricted classification only for explicit works.







The British Board of Film Censors was set up in 1912 by the film industry as an independent body to bring a degree of uniformity to the classification of film nationally. Statutory powers on film remain with the local councils, which may overrule any of the BBFC’s decisions, passing films we reject, banning films we have passed, and even waiving cuts, instituting new ones, or altering categories for films exhibited under their own licensing jurisdiction.



The animation film, Coraline has been given the rating PG as in the BBFC guidelines it says there might be some scary moments adding the element of horror only so that it meets the criteria provided, which is that the frightening sequences are not prolonged or too intense.

Drawing my character ideas



I really want to have this character to have penguin qualities such as the big eyes, giving it a unique look so am combining the two.


Combining the two together, I have managed to create this. This is what I had in mind but as it is only rough I plan to make the character more detailed and to make it obvious of the characteristics it will have. I want the eyes to be similar to those of a penguin, the cartoon version, like this.

I also want the character to have orange features so for the hair has the penguin is orange on the hands and feet, I chose to incorporate this but with the hair and lips. When I develop the drawing more, I plan to make this more obvious giving it a unique look.

P2. Design and Target Audience


Octonauts

The character is in the shape of a normal turtle, they are blue, the shape is built up of circles along the body, head and eyes and lines to form the mouth, there is a clear outline around the entire shape, it feels as though the character is trying to copy the shape of it as much as possible but as close to as animation as possible.
I think that the look of the character goes well with the tv series as it is a Disney show so follows the general look of how an animation is, it works as its not far off the actual overall look but with a kids twist by adding in some different colours.

Pokemon

The Pokemon character resembles a light blue turtle, It has brown eyes and a small hooked upper lip, both hands and feet are pointed with three digits, the tail is curled inwards and it carries a shell, as a turtle does, it is brown on the top and pale yellow under with a thick ridge that is white between them. The character has a small black outline and is made up of basic shapes to form it's shape, its eyes are big and the colours are unique to give it its cute appearance.
This works with the show as it is identical to other characters, the characters have their own individual look and the target audience of teens, the overall design works as its not to far away from the animal itself but has its own unique style that works for the audience.


T. M. N. T

The characters are more human-like with the qualities, in the way they stand, it follows the basic shape, the legs are created with the use of two oval shapes with some brown padding across the knee section, the feet are in the human shape and have a brown cloth covering them. The arms are in the same style as the legs, all with three digits at the end to hands and feet. They have a round head with a mask in different colours over them in blue, purple, orange and red. Its colour is all green and they each carry a weapon, with a brown body armor for each.
I think that this animation is more realistic than the others as they try and follow a persons shape with the obvious qualities of a turtle. This is great for the show as its action packed and as it has a more realistic character than the others so it fits in with the show.

Adventure Time

The character in this is more simplistic with the animation, made up with basic lined shapes that are curved to design the look of the character. The arms and legs are simple and thin, unlike the others it does not include digits at the end them. The hands, arms and face are all light brown and the face has simple curved lines downwards for the eyes and a mouth with two teeth showing. The hair is yellow and long with a green tiara on top, the shell is turquoise with a slightly darker brown over the edges. The body of the character is the same colour as the tiara and has lines going over the stomach area.
This character's design is perfect for the show as it is suited for young children, the simplistic design of the character target young children with the 'princess' look to go with the tiara, by the way the legs are curved where it meets the body shows how heavy the shell is so keeps some of the characteristics of a turtle but giving it the look of a basic animated drawing, which you can tell simply by how the design is targeted at young children.




P2. Developing Your Character




My character is energetic, fun, can be shy, has a huge passion for music.
I want my character to follow the look of Luke Hemmings in the band 5 Seconds Of Summer but with certain characteristics from an animated animal such as a penguin, an animated version of him would look fairly plain so I like the idea of constructing the face to look more innocent and cute. I chose Spongebob Squarepants as I want the character to have his personality, energetic and funny yet shy
I want my character 'Hemmings' to have the 'square' body shape like Spongebob but not as defined, I want the eyes and the cheeks of the penguin to be used as the shape to his face also.

P2. Feedback


The feedback that I had received was very helpful, both Casper and Charlie agreed that the first idea of the tv series was good but due to the animation style of rotoscoping it would be very time consuming, though the idea itself could work and be quite funny, kids would want to watch. Adding a character who is supposedly 'dumb' will make the tv series much more humorous.
The music video idea would be good as you could bring it to life with bright colours and all but they had both said that it would be very time consuming but would work with the right sort of music.
However, the third idea seemed to be the most popular as Casper and Charlie had again both said that it was very creative, can see it happening, I could include the use of morals into the drawing behind the character into moving characters, as you can develop this idea to make it into different stories this was the most favourited idea.
I think that from the feedback I had received from Casper and Charlie I will take the characters from the tv series, add in the colours and creativity from the music video idea and put it all into the short film idea as I think that will work best. I would like to tell a story behind the character using those from the idea of the tv series and then make it more detailed by adding the colours I had imagined for the music video, I hope to also create the story about the characters life so add some important events but also make it so its fun and humorous.

Ideas

I have combined the idea of the band 5 seconds of summer and the TV sitcom friends and the usual storyline of an animation to come up with my idea.

My idea is to have a kids TV series about 4 friends Hemmings, Fletcher, Thomas and Mikey. Based in New York, the four friends love playing music but often have troubles making it into the music industry. Hemmings is the main singer, Thomas and Mikey on vocals and Fletcher plays the drums. The comedian of the group is Fletcher, always making jokes but no one finds him funny, Mikey is the quiet one and is also Hemmings brother but has the craziest fashion sense, Thomas and Hemmings are the serious ones of the friends but Thomas loves to misbehave sometimes.
The reason for them struggling in the music industry is because that Fletcher is always messing up, he manages to say the wrong things as he is trying to be the funny one but fails, angering the others.
There families are usually around as they hang round in Hemmings and Mikeys house so occasionally bump into them, also who ever they need to talk to to get far with their music.
They will go on adventures to find music producers and run into trouble multiple times adding to funny side of the animation, appealing to the audience.
I hope that this will target kids of around 7 upwards as it's aimed to be funny, including music, and the struggle that most animatics have of trying to succeed in life.

A short film of someone walking down the street/through corridors of college, see on the walls around them their life appearing on it behind them telling their story.

P2. Coming Up With Ideas



Friends is a comedy that is set in New York, it is based around a group of friends called Rachel, Monica, Phoebe, Ross, Joey and Chandler. They are always based around Monica's apartment where is where they like to hang out. Through out the series Rachel ends up living with Monica as she runs out on her wedding and need a place to live, Joey and Chandler lives across the hall and always meet up on a daily basis with the others Phoebe and Ross who live in their own apartments in different buildings from everyone. Ross is Monica's brother and throughout the series Monica eventually ends up marrying Chandler, Rachel and Ross have a child together, Phoebe gets married to Mike. It follows their lives as they are either in the apartments or in the coffee house which are the main two locations. Chandler is the comedian of the group, trying to make people laugh, Monica is the serious one, Rachel likes to shop, Joey is the 'dumb' one of the group, Ross is into science and Phoebe likes to sing.
How I Met Your Mother is based on this as it is based on a group of friends called Ted, Marshall, Barney, Lily and Robin also in New York, the main location is either Marshall, Lily and Ted's apartment or the local bar with is just under from them. Barney is the joker of the group, always going out with girls, Marshall and Lily are together and eventually get married, Robin is the tough person of the group always serious, and Ted is the one always worrying about his future as the story is based around him telling the episodes story at the beginning as he talks to his kids as in going over what happened explaining how it was Ted met his wife.
They are both similar as its a group of friends from New York, the main location being either in one of their apartments or in the local bar.
